MARSHALL is pleased to provide solutions for the System Engineering and Analysis/Advanced Technology Support (Seaport-e Rolling Admission) for the Naval Surface Warfare Center (NAVSURFWARCEN) in support of the warfighter’s peacetime and wartime requirements. We fully support the U.S. Marine Corps, the U.S. Navy, the Department of Defense (DOD), non-DOD and other Joint Agencies technical objectives for the Seaport Enhanced (Seaport-e) program. The technical solution we provide fully encompasses all mandatory requirements including expertise and specific Prime/Subcontractor experience defined in recent relevant work identified in the contracts listed for the corresponding Functional Areas.

MARSHALL pioneered a first-of-its-kind, fully-integrated, DVB-RCS system which was fielded to multiple installations in support of Operation Iraqi Freedom. Designed for the DOD for the Global War of Terror, MARSHALL provided the best highly specialized, bi-directional communications suite. These advanced technology suites bring to the forefront the latest in standards-based, two-way, high speed data communications via satellite. To date, MARSHALL has been the only integrator awarded four Sole Source contracts to design, integrate, build and deploy a redundant DVB-RCS hub and 40 associated subscriber terminals for CENTCOM.

HSCEOP-05-F-00569 - Homeland Security and Force Protection; Command and Control - MARSHALL provided Department of Homeland Security (DHS-ICE) with satellite-based solutions for Disaster Recovery to support both VoIP and data (Internet) at a temporary site in New Orleans, LA, for 3 months. We provided engineering design, satellite bandwidth, hardware installation, configuration, network management, and engineering to support secure operations for all connections to the DHS DCN.  We deployed technical personnel to operate and maintain the broadband Internet access service, utilizing remote VSAT equipment. We provided remote network management from our Ashburn facility.  This is the first of two Hurricane “Katrina” support contracts. This contract funded the satellite capacity, systems integration, network management and operations and maintenance labor.

T0002NS0066 – Communications Systems - General Services Administration (GSA) for Transportation Safety Administration (TSA) – MARSHALL provided direct broadcasting of television programming services via satellite. As an authorized DISH Network service provider, MARSHALL managed, installed, and maintained hardware and services to over 150 airports for TSA, as well as, provided hardware replacement and Help Desk support services (24X7) for all site locations. The satellite broadcast services were setup as a one-way broadcast of video to a satellite receiver for viewing by onsite personnel to provide TSA with internal communications and training to any and all geographical locations in the U.S.

0440-03-51238 – Communications Systems - Social Security Administration (SSA) - MARSHALL currently leases one full (27 MHz) Ku-band transponder on IA-6 to the SSA for Distance Learning Broadcasts. MARSHALL provides all qualified personnel and services (i.e., Engineering Help Desk & Project Management, to implement the satellite bandwidth and airtime services). The satellite bandwidth and airtime services are required in the continental U.S. (CONUS), Alaska, Hawaii, Puerto Rico, and the U.S. Virgin Islands. We provide to the Government any modifications, upgrades, operating conditions or other changes of the satellite provider and/or services, which includes, but not limited to, the operating satellite, time of operations, and bandwidth. We shall provide engineering and program management in the event that a transponder/polarity modification or satellite relocation is required. Satellite bandwidth and airtime will be required in the event that a transponder/polarity modification or satellite relocation is performed. This contract allows us to provide SSA satellite bandwidth for six DVB TV broadcasts from studios across the nation.

In February 2007, MARSHALL implemented of a new, state-of-the-art Interactive Video Teletraining (IVT) broadcast system for the Internal Revenue Service (IRS). The new system is being used for transmitting IRS-TV broadcasts, Distance Learning, and Content Delivery to 146 IRS sites across the contiguous United States, plus Alaska, Hawaii and Puerto Rico. Our completion of the new IVT broadcast for the IRS showcases the latest in broadcast technology utilizing Digital Video Broadcast via Satellite, Internet Protocol (DVB-S/IP) encompassing MPEG4 encoding capability. Supporting the new IRS-TV broadcast system is MARSHALL’s own DVB-S/IP network called EagleStreams™. Service via EagleStreams™ provides secure, high-quality connectivity and communications, wherever needed, and improves broadcast viewing with the use of the new technology. We provided the systems engineering design and configuration for converting the broadcast uplink studio, as well as, the bandwidth and coordination of the hardware installation at each of the IRS sites to get them converted to the new system. In addition to deploying the operational system, we will be performing the network management, Help Desk support, and monitoring of the IRS broadcast system from our headquarters in Ashburn, Virginia.  The new IRS broadcast system, with the use of DVB-S/IP, has provided MARSHALL to continue to focus on our vision of modernizing and transforming our feature technologies, along with flexible standards-based open architecture solutions

N65236-04-F-1028 – Space and Naval Warfare System Center Charleston, Communications Systems Department (J50) - MARSHALL performed a Digital Video Broadcasting – Return Channel Satellite (DVB-RCS) Proof-of-Concept for the SPAWAR Charleston to demonstrate the effectiveness of incorporating DVB-RCS technology into the Global Broadcast System (GBS). We purchased the necessary commercial DVB-RCS equipment and performed the testing and installation of the DVB-RCS Return Link Sub-System in the DISA Skyline 7 Falls Church facilities. We are currently providing the necessary technical consultation to the SPAWAR DVB-RCS engineering team on all aspects of commercial DVB-RCS transmission. This includes advising the SPAWAR team on the emerging trends in commercial DVB-RCS technologies; providing appropriate Technology Whitepapers; and providing engineering support to staff all demonstrations, installations, and demonstration coordination in conjunction with SPAWAR team and the GBS Joint Program Office.

DCA-10-003-P-4542 – Communications Systems - Defense Information Systems Agency (DISA) - MARSHALL Communications has provided support to DISA’s future technologies efforts since 2002. We have an established history in working with DISA and the history with DISA centers around core satellite based technologies such as DVB (to include DVB-S, RCS), IP/TV, MPEG 2/MPEG 4 Video, IP encryption (Type I & II) and CDN (Content Delivery Networks). We supported a Proof-of Concept demonstration to deliver a cost effective COTS based nationwide VSAT solution. This solution involved procuring participation in commercial DVB-RCS nationwide network and designing, deploying and operating six DVB-RCS VSAT terminals. The DVB-RCS system used 2 to 6 Mbps capacity on the outbound and 512 kbps on the inbound and operated over the IA-6 (Ku-band) satellite.  Based on the success of the DVB-RCS Proof-of-Concept demonstrations, we included the DVB-RCS Hub performance testing and terminal interoperability evaluations. We were tasked to recommend and lease/procure two DVB-RCS Return Link Subsystem (RLSS) to be integrated and tested in the DISA Falls Church, Virginia Lab. The purpose of the testing was to test the performance of the RLSS systems for use in the Global Broadcast System (GBS) prototype.  We evaluated two separate DVB-RCS vendors in the DISA Labs to mitigate risks, proving that the DVB-RCS standard is a matured standard, as well as supervised and coordinated all aspects of leasing the DVB-RCS vendor equipment, and integrating the DVB-RCS RLSS into the DISA Falls Church, Virginia Lab. We also identified the DVB-S (DVB-RCS FLSS) equipment, and oversaw the management of engineers needed to complete the project.

Other DISA Related Support: MARSHALL assisted DISA with demonstrating the DVB-RCS RLS addition during Satellite Coalition Broadcast Environment (ScoBE) 2004, Joint Warrior Initiative Demonstrations (JWID) 2004, Fleet Exercise 2004, and GBS Developmental Test II (DT II). We assisted DISA with the demonstration of these technologies to major DOD stakeholders as part of Extended Awareness Demonstration 2005 Trials 1 & 2 (EA-I & II). EA-I & II are part of Operation Enduring Freedom personnel transition efforts for the 3rd Marine Expeditionary Force.

MARSHALL was responsible for providing systems integration, engineering and hardware for the system which provided two-way, real time IP video capabilities in strategic areas of operations. The Global Broadcasting System (GBS) was integrated into the DVB-RCS system. We procured, install, and tested the DVB-RCS VSAT Hub into the DOD Teleport in Landstuhl, Germany. We also provided training to site personnel plus a 1-year warranty on the hardware.

N000421-02-D-3114: Naval Air Warfare Center (NAVAIR), Patuxent River, Maryland; Communications Systems - MARSHALL provided space segment services for the NAWC. The per­formance requirements included: 1.) Providing necessary bandwidth for a 4.300 Mbps, T2 6.312 Mbps or 8.300 Mbps data source. The bandwidth provided is selected by the Government based on the bit rate (4.300, 6.312 or 8.300 Mbps) specified in the delivery order. The Government provides the modem for Convolution encoding, Viterbi decoding, at rate 1/2, rate 3/4 or rate 7/8; 2.) Providing bit error rate performance of less than 1 error in 10E+7 bits when transmitting the data from Patuxent to the earth station located at remote sites; 3.) Providing full-period transponder services including changeover to a replace­ment transponder either at the Government's convenience (predicted) or within 24 hours after failure (unexpected); and, 4.) Utilizing a satellite whose antenna footprint covers the two NAVAIR sites specified including central California. MARSHALL provided NAVAIR with leased bandwidth for four “Transponder Protected” 2 Mbps channels (a total of 8 Mbps) on Telstar 6 for transmitting aircraft test data from Patuxent, Maryland to Ft. Worth, Texas, using a 12 meter and 4.5 meter earth terminal, respectively. We performed the remote monitoring, operations and maintenance of the Patuxent River and Ft. Worth earth terminals.

This contract included task orders to build and deliver 20 VSAT “Subscriber Suites” or terminals and 20 “Production Suites”; and the end-to-end Systems Integration and Testing of the Hub, Suites, and Global Broadcasting Systems (GBS) into the Defense Information Services Network (DISN). We were responsible for developing and delivering documentation, as well as, performing end-user training.

MARSHALL is responsible for space segment leasing, remote terminal installation, network management, day-to-day operations and maintenance of a 200+ node, Distance Learning Network. The broadcast signal is streamed IP video and consists of two channels: 1) Video - that is MPEG2 encoded at 2.5 Mbps and 2) Data - a 500 Kbps channel for content delivery on the AMC-1 satellite. We also designed, implemented, and operated and maintained the video transport backhaul from the ICE studio to the Teleport.  We provided Help Desk/Technical support, and on-site maintenance for special projects. Under this same contract, we provided the U.S. Border Patrol with Ku-band VSAT services that provided voice and IP data capabilities for remote agents along the Southern border and surveillance for unmanned ports of entry along the Northern border.

NNM04AA540 – Communications Systems – National Needs - National Aeronautics and Space Administration (NASA) - MARSHALL currently leases three transponders on AMC-9 & 7 to NASA in support of Shuttle, Space Station and NASA TV video distribution for the NASA Integrated Services Network (NISN).  The mission of the NISN is to provide cost effective Wide Area Network telecommunications services for transmission of data, video and voice for all NASA Enterprises, Programs and Centers, utilizing commercial capability wherever possible. We provide end-to-end services, including space segment leasing and uplinking services at various sites around the nation. We maintain twenty full-period satellite circuits over 3 Ku-band transponders, 24-hours per day; 7-days a week. NASA utilizes our satellite services to provide Space Shuttle video feeds during pre-launch, launch, on-orbit, and re-entry. We also broadcast NASA TV, which is transitioning from one analog channel to multiple digital channels. NASA uses the video feeds and TV broadcasts for ongoing scientific analysis, educational initiatives and distribution to news media outlets broadcasted to NASA Flight Centers across the country including: Marshall, Kennedy, Goddard, White Sands, Dryden, and Johnson.

Subject matter personnel provide supporting the analysis of satellite communication networks, satellite orbits, capacity, and the performance of a variety of interference environments including jamming and weather. We provide analysis to determine system architecture comparisons, and operational implications of alternative architecture systems. We were responsible for building computer models and conduct operational and communications systems analysis trade studies; including scenarios to analyze the effectiveness of proposed alternatives and transition strategies to meet Navy operational needs. This involved accurate concept development, systems engineering, configuration, planning placement of assets, and the coordination of efforts of all command and contractors involved. We were instrumental in providing strategic and tactical information resource management, technical assistance, and decision support in the performance evaluation for selecting and procuring the next generation of integrated satellite communications systems, including, commercial and military terminals of various capabilities, teleports and gateways, satellite capabilities, and emerging Satellite Communications (SATCOM) capabilities.
